Your Gift is a Good Investment
Twin Cities RISE! (TCR!) serves people with multiple
barriers to success that come from deep and generational poverty.
Beyond our unique Personal Empowerment training, our proven outcomes
and exceptional Return on Investment, TCR! uses a unique Pay-for-Performance
(PFP) model. This is an example of our transparent accountability,
a key TCR! value that differentiates us from other non-profits.
We have several large funders, notably the State of Minnesota, that
fund us solely on a PFP basis.
In concept it is quite simple…
We establish outcomes-based success measures
with the State, and the State reimburses us to cover some of our
expenses when we demonstrate successful outcomes.
TCR! defines success in two ways:
- Placing a participant in a full-time, living
wage job paying at least $20,000/year with benefits and
- Having a placement stay in the same position
for at least one year.
With this innovative approach, TCR! takes all
the risk and bears all of the expense of recruiting, training for
13+ months and placing our graduates.
Not unlike a for-profit organization, we are
outcomes-focused. In order to break the cycle of generational poverty
we need to create long-term change.
TCR!:
- Measures performance
- Tracks outcomes
- Provides transparency to donor and employer constituents
- Reports on the Return on Investment (ROI) that we create
ROI
is a key measure that donors want. This measure assures them that
their investments in our program and people are being put to good
use. In a recent ROI review for the State of Minnesota, we noted
that:
- Our program return to the State is 295%
- The payback comes in less than two years.
This means that for every dollar the State has
invested in TCR!, it has received $3.95 in return value. This return
comes in the form of:
- State income taxes paid
- Sales taxes paid
- Eliminated medical and financial subsidies
Our successful participants who transform their
lives become taxpayers instead of tax “users”.

and coaching to those most in need.
