Twin Cities RISE! is an outcomes-driven organization that strives to break the cycle of generational poverty. Through a pay-for-performance contract with the state of Minnesota, TCR! receives funding only upon completion of long-term, successful outcomes.

But we also rely on the generosity of individual donors and foundations to keep us funded. Our program works, and our participants achieve impressive results with it:

• High Return on Investment to Minnesota taxpayers. For every $1 invested in our program by the state, we return more than $7 to Minnesota taxpayers from increased state tax receipts, reduced state subsidies and reduced recidivism among our graduates.
• Higher participant income. In 2012, our participants increased their annual income by an average of 311% to $25,077 after completing our program compared to $6,105 pre-program.
• Long-term job retention. TCR! graduates succeed in the workplace. Among them, 81% remain in their job in the first year, and 70% remain in the second year.
• Reduction in recidivism.  The Minnesota recidivism rate is 61%. Ex-offenders who graduate from TCR! have a recidivism rate of just 16%.
