The State of Minnesota Affirms Accountability Funding

The State of Minnesota Affirms Accountability Funding

Twin Cities R!SE is pleased to announce that amendments to the job training grant (Pay-for-Performance bill) (SF 2629/ HF 2937) were signed into law by Governor Mark Dayton on May 14, 2018. This important legislation provides clarity to the innovative statute that supports job training programs through performance based funding. The statute pays for successful, long term employment outcomes, including placement into quality jobs with health care benefits. The bill passed with unanimous bipartisan support in both the senate and the house.

The Minnesota Department of Employment and Economic Development (DEED) has been very supportive of our partnership and ensuring that technical changes were made to enhance the statute’s effectiveness. We want to commend Commissioner Shawntera Hardy and her staff for their work in making it possible for lower income Minnesotans to train for and attain family sustaining jobs.

In 1997 Twin Cities R!SE became the first organization to be paid by the State based on the results and measurable outcomes we achieve. This funding model requires TCR participants to be placed into living-wage employment with an income increase of at least $8,000 annually prior to any state funds being dispersed. TCR is eligible for an additional grant when program graduates remain in their jobs for at least one year.

A special thank you to chief authors Senator Rich Draheim and Representative Anne Neu for their commitment to this important work and our mutual efforts to reduce racial disparities in employment in our State.
